Implementation of the Investment Policy Approval Decisions: No. 481/QĐ-UBND dated 03/3/2022; No. 883/QĐ-UBND dated 09/6/2023; No. 1324/QĐ-UBND dated 05/9/2023; No. 925/QĐ-UBND dated 31/5/2024 of the People’s Committee of Trà Vinh Province; and based on Decision No. 2175/QĐ-UBND dated 09/12/2024 of the Chairman of the People’s Committee of Trà Vinh Province on the approval of the investor selection results for the Trà Vinh Solid Waste Treatment Plant Project.
On 27/12/2024, the Department of Construction of Tra Vinh Province held the Contract Signing Ceremony for the project in accordance with regulations, with the investor being the joint venture between Tri Viet Power Co., Ltd. and Greenity Hau Giang Co., Ltd.
Ceremony Overview
Participants in the Contract Signing Ceremony included:
- Representatives from the Tra Vinh Department of Construction, led by Mr. Le Minh Tan – Director, along with leaders of relevant departments and affiliated units.
- Representatives of Tri Viet Power Co., Ltd., led by Mr. Lai Nhu Y – Deputy Director, along with company members.
- Representatives of Greenity Hau Giang Co., Ltd., led by Mr. Nguyen Tien Nga – General Director, along with company members.
In his speech at the contract signing ceremony, Mr. Le Minh Tan – Provincial Party Member, Director of the Department of Construction, stated that, under the authorization of the Chairman of the Provincial People’s Committee, the Department of Construction is the competent State authority to sign the project contract with the investor – the Joint Venture of Tri Viet Power Co., Ltd. and Greenity Hau Giang Co., Ltd.
The project's objective is to invest in the construction, management, and operation of a solid waste treatment plant, aiming to reduce environmental pollution, recover valuable components from solid waste, and post-treatment reuse/recycle into useful secondary products. The treatment capacity is 350 tons/day, expandable to 500 tons/day (within the allocated land area). Upon completion and official operation, the project must ensure the quality of service delivery in accordance with current standards and regulations, fulfill waste management and environmental protection requirements, and ensure that waste is collected and treated in accordance with environmental technical standards. The project also allows for the treatment of common industrial waste if the investor requires it, and energy recovery. Tra Vinh Province and the Department of Construction are committed to creating the most favorable conditions for the investor and hope for the early implementation of the project, ensuring timely progress and quality in accordance with the signed contract.

Key Project Information as below:
1. Project name: Trà Vinh Solid Waste Treatment Plant.
2. Investor: Joint Venture between Tri Viet Power Co., Ltd. and Greenity Hau Giang Co., Ltd.
3. Scale and Capacity:
- Land area: Approximately 10.36 hectares.
- Treatment capacity: 350 tons/day, expandable to 500 tons/day (within the allocated land area).
4. Total investment capital:
- Total estimated investment capital: 560,632,593,263 VND (In words: Five hundred sixty billion, six hundred thirty-two million, five hundred ninety-three thousand, two hundred sixty-three Vietnamese Dong), including 11,300,000,000 VND for partially leveled land. Including:
- Equity capital (Owner’s capital): 112,126,518,653 VND (In words: One hundred twelve billion, one hundred twenty-six million, five hundred eighteen thousand, six hundred fifty-three Vietnamese Dong), accounting for 20% of total investment.
- Loan capital: 448,506,074,610 VND (In words: Four hundred forty-eight billion, five hundred six million, seventy-four thousand, six hundred ten Vietnamese Dong).
5. Project location: Sam Bua Hamlet, Luong Hoa Commune, Chau Thanh District, Tra Vinh Province.
6. Project implementation schedule: 360 days from the date of land handover on-site (including holidays, Tet, and Sundays), which includes the period for completing investment and construction procedures, infrastructure development, equipment installation, and operation of the domestic solid waste treatment facility;
7. Project contract term:
- Investment and Business Project Contract Term: Valid from the signing date until the plant is completed, accepted, and put into operation in compliance with technical standards and legal requirements.
- Domestic Solid Waste Treatment Service Contract Term: Effective from the signing date until the end of the project operation period (30 years). The service contract shall be signed before the investment and business project contract expires to ensure continuity and investor responsibility in managing and operating the plant. This contract shall be signed by the Project Enterprise (established by the Joint Venture) and the competent State authority or an authorized agency.
8. Land allocation, lease schedule, and land use conditions:
The Tra Vinh Provincial People’s Committee will hand over clean land to the investor. The maximum handover time is 45 days from the date the investor submits a valid land lease application.
9. Project groundbreaking date (expected): Quarter I/2025; expected completion: 12 months from the groundbreaking date.
10. Solid waste treatment service price: 380,000 VND/ton (including costs for secondary waste treatment, excluding VAT)./.
