Alumina complex worth over 910 million USD in Binh Phuoc opens

The Alumina Complex with a capacity of two million tons of alumina per year in Binh Phuoc province promises to be completed in the next 6 years, after receiving the policy and determining the investor.

The People's Committee of Binh Phuoc province has approved the investment policy and approved Binh Phuoc Ore Mining Joint Stock Company as the investor to implement the Binh Phuoc Alumina processing and production project belonging to the bauxite mining, ore selection and alumina processing and production complex.

With the goal of receiving refined ore from the Binh Phuoc bauxite mining and ore selection project for deep processing to serve domestic consumption and export, Binh Phuoc Alumina in Bu Dang district has a total investment of about 22,780 billion VND, with an operating period of 30 years from the date of being licensed to mine ore.

According to calculations, the project can contribute more than 1.1 billion USD in tax revenue to the Government during its commercial operation life cycle.

Regarding the capital structure, the investor - Binh Phuoc Ore Exploitation Joint Stock Company has contributed more than VND 6,800 billion - equivalent to 30% of the total project value, the rest will be mobilized according to the project progress.

This year, after being granted the policy, the project will carry out all procedures for appraisal, approval of the feasibility study report, environmental impact assessment to start construction with the milestone of full completion in the fourth quarter of 2031.

The Provincial People's Committee requested the investor to contact relevant agencies to review and remove the area affecting national defense as requested by the Military Region 7 Command, the area of natural forest, as well as the area affecting the North-South Expressway in the West, Gia Nghia (Dak Nong) - Chon Thanh (Binh Phuoc).

At the same time, the province also noted that the investor should coordinate to review the area in the prohibited area and temporarily prohibit mineral activities as well as the impact on the dam.

Notably, on the same day of receiving the decision to undertake the Binh Phuoc Alumina project, Binh Phuoc Ore Mining Joint Stock Company was also approved in principle and became the investor of the Binh Phuoc bauxite mining and selection project to provide refined ore for processing and production.

With an area of over 10,100 hectares in the two districts of Bu Dang and Phu Rieng, the mining project has a total capital of about 3,850 billion VND, with an operating period of 30 years from the date of being granted the mining license. Similarly, this project has also had the investor contribute 30% of the capital.

For some types of minerals with large reserves, the strategy in the period of 2021-2030, Plan 866 determines: “Bauxite minerals: Exploration and exploitation must be associated with deep processing (at least to alumina products); investors selected to implement exploration and exploitation projects must have sufficient capacity to synchronously implement projects from exploration to deep processing, using advanced technology, modern equipment, environmental protection, especially need to pay attention to sustainable and effective red mud disposal and treatment plans. Encourage enterprises to research and apply new technology to recycle red mud…”.

This is the basis for Binh Phuoc Ore Exploitation Company to propose investment policy and approve investors of the project.

In January 2025, Binh Phuoc Provincial Party Committee unanimously approved the investment policy of the Bauxite mining, selection and alumina processing and production complex project with the spirit of creating favorable conditions for investors to soon implement after promptly removing difficulties.

Specifically, the difficulty related to the project lies in the implementation process of Prime Minister's Decision 866 (on approving the Planning for exploration, exploitation, processing and use of minerals for the period 2021-2030, with a vision to 2050).

Accordingly, the planning area for exploration, exploitation, processing and use of bauxite minerals covers many socio-economic development projects of the province, projects under national target programs, at the same time, greatly affecting the planning and development of investment plans, overlapping with other plans, causing difficulties in mineral management and protection.

At a working session with Deputy Minister of Industry and Trade Truong Thanh Hoai in October 2024, the People's Committee of Binh Phuoc province said that the continued implementation of bauxite planning in the province caused many difficulties for people and the business community in the planning area, affecting nearly 19,000 households living stably; the overlapping situation between planning for various types of minerals and projects related to electricity./.
