The Ministry of Industry and Trade has just issued decisions approving the electricity generation price framework for coal-fired thermal power plants and biomass power plants (effective from 14/04/2025) and the electricity import price framework from Laos to Vietnam (effective from 31/12/2025).
1. Electricity generation price framework for coal-fired power plants (Decision No. 1009/QĐ-BCT dated 14/04/2025):
The 2025 electricity generation price framework for coal-fired power plants is from 0 to 1,705.68 VND/kWh (excluding VAT), with a maximum price of 1,705.68 VND/kWh.
Parameters used to calculate the maximum electricity price in the framework for coal-fired power plants in 2025 are as follows:
- Net capacity: 1,309.4 MW
- Net heat rate at 85% load: 2,167.81 kcal/kWh
- Coal calorific value (HHV): 4,788 kcal/kg
- Coal price: 1,974,952 VND/ton
- Exchange rate VND/USD: 25,670
2. Electricity generation price framework for biomass power plants (Decision No. 1008/QĐ-BCT dated 14/04/2025):
The 2025 electricity generation price framework for biomass power plants is from 0 to 2,091.74 VND/kWh (excluding VAT), with a maximum price of 2,091.74 VND/kWh.
3. Electricity import price framework from Laos to Vietnam, effective from 31/12/2025 (Decision No. 1007/QĐ-BCT dated 14/04/2025):
The ceiling price (maximum price) for imported electricity from Laos to Vietnam, applicable to power plants with commercial operation dates (COD) from 31/12/2025, is as follows:
- Hydropower plants: 6.95 USCent/kWh
- Coal-fired power plants: 7.02 USCent/kWh
- Wind power plants: 6.95 USCent/kWh
The electricity import price framework from Laos to Vietnam applies to power plants, or parts of power plants, that begin commercial operation from 31/12/2025 to 31/12/2030. Electricity prices are determined at the Vietnam border; each party is responsible for investing in, constructing, and operating transmission lines in their respective countries up to the border. The electricity price applied in power purchase agreements is valid for 25 years. The levelized cost of electricity (LCOE) during negotiation must not exceed the ceiling price agreed between Vietnam Electricity (EVN) and project investors of imported electricity.
For wind power plants, EVN (or an authorized unit) is responsible for negotiating with the project developers and the representative of the Ministry of Energy and Mines of Laos based on the maximum price stated above.
Implementation: Based on this electricity import price framework from Laos, EVN and project investors shall negotiate the electricity purchase price on the principles of balanced interests, shared risks, market-based mechanisms, and cost-effective electricity procurement.
Effectiveness: This Decision takes effect from the date of signing. At the same time, it annuls Decision No. 2647/QĐ-BCT dated 08/10/2024 of the Ministry of Industry and Trade approving the previous electricity import price framework from Laos to Vietnam effective from 31/12/2025./.
