JOB DESCRIPTION

Position: Contract Management Specialist
Department:  Materials & Purchasing Department
Salary: Negotiation during interview
Expiration date: 30/11/2025

I. Main duties:

Carry out planning, material estimating, bidding, contract management and project development support, ensure supply of materials – equipment, subcontractors to construct on schedule, quality, optimize costs and limit legal risks.

II. Responsibilities:

1. Bidding & Estimation:

  • Prepare bidding documents/bid documents for purchasing materials, equipment and construction works.
  • Prepare estimates for bidding packages, total project investment.
  • Analyze, compare, evaluate quotes and propose selection of suppliers/subcontractors.
  • Update and manage database of material prices and market fluctuations..

2. Procurement of materials for the project:

  • Coordinate with the Technical Department & Project Board to determine the list of materials and supply schedule.
  • Prepare and monitor the material supply plan in accordance with the project schedule.
  • Control deviations in material volume and cost compared to the original plan.

3. Contract Management:

  • Participate in negotiating, drafting and reviewing terms of contracts for the supply of materials and construction subcontracts.
  • Monitor contract implementation progress: delivery/construction, acceptance, payment.
  • Manage arising issues, adjustments, and contract appendices related to materials and equipment.
  • Control contract compliance, coordinate in handling disputes and complaints (if any).
  • Prepare reports evaluating suppliers and contractors after the contract ends.

4. Project Development:

  • Support working with State agencies in applying for legal procedures related to project investment implementation.
  • Regularly update current legal documents to apply appropriately to the actual situation and legal nature of each project.
  • Prepare cost estimates for materials and equipment in the investment proposal, FS, total investment.
  • Propose cost optimization options, improve project efficiency.

5. Reporting & Control:

  • Prepare periodic/ad hoc reports on the status of materials, costs, and contracts.
  • Early warning of risks regarding materials and contracts, propose solutions to overcome them.

III. Direct reporting lines

Report directly to: Manager/Deputy Manager of MP Department.

IV. Job requirements

a. Education: Bachelor’s degree

b. Knowledge:

  • Bachelor’s degree in Procurement, Economics, Business Administration, Construction, Planning - Investment or related fields;
  • Understand the Law on Bidding, Law on Construction, regulations on budgeting and cost management;
  • Have English reading, understanding, and communication skills.

c. Experience:

  • Management experience: N/A
  • Professional experience: ≥ 02 years in the field of bidding, budgeting, and project management. Having participated in EPC/Construction projects or participating in energy project development is an advantage.

d. Skills:

  • Good use of office software MS Word, Excel; budgeting software (G8, Delta, or equivalent);
  • Negotiation skills, contract risk analysis;
  • Planning skills, data analysis, reporting;
  • Communication skills, multi-department coordination, working with suppliers.

e. Other requirements: 

  • Have personal laptop or desktop;
  • Have a learning spirit, love the company's field of operation;
  • Ability to work independently, be quick-witted, proactive in work, withstand pressure;
  • Honest, careful, meticulous, thorough and have a learning spirit, progress;
  • Ability to work in a team;
  • Willing to travel for business trips to other provinces when required.
